		<description>To complicate this all further is the fact that we live in an age of outsourcing. Most companies are convinced that it&#039;s cheaper and more effective to focus on their core value add and to outsource all IT.

So if it comes down to a hire a maintainer or not do it, more often than not management will not do it. 

So that&#039;s another reason open source software work comes from the bottom up. IT and developer folks know they won&#039;t get the ok to spend time working with the community. However, if they just do it, the company often sees that it&#039;s worth it.</description>
