<p>For some background for non-French people: Hadopi is a law which says that if anyone downloads copyrighted material illegally over your internet connection, your internet access can be cut off for up to 3 months. I believe that you get 2 warnings before it gets cut off, but that the decision is made by an &#8220;independent&#8221; commission, and not by a judge, so you don&#8217;t have any recourse to appeal. The first version of the law was struck down by the French constitutional court, and the law is back with a second wind now.</p>
<p>The goal of protecting copyright holders is not a bad thing. I even mostly approve of the goal &#8211; it&#8217;s the rule of law by which free software lives and dies. But this is a bad law, badly drafted, and like &#8220;security&#8221; in airports will have far wider ranging collateral damage than the government realises.</p>

			<content:encoded><![CDATA[<p>I&#8217;m coming to the end of my two days in Mont de Marsan (and, as it happens, to the end of the charge in my laptop battery). I think the GNOME Accessibility presentation I gave went very well, certainly people seemed to get a lot from it. I&#8217;ll put my slides online at some stage (before the weekend), and I was filmed, when I have a link to the video I&#8217;ll throw that up too.</p>
<p>As usual, the great thing about conferences is meeting old friends, and making new ones, and there are a lot of familiar faces around.</p>
<p>One thing that did come out of my presentation is the need for those <a href="http://live.gnome.org/GnomeMarketing/StoryBoards">storyboards</a> I proposed a while back. In particular, I tripped up when demoing Orca (no real plan to show off its functionality, other than turning on TTS, and &#8220;doing stuff&#8221;, then turning on magnification, and &#8220;doing stuff&#8221;, etc&#8230;), Dasher (it&#8217;d be handy to have a few phrases to type rather than coming up with something on the spot), and sticky &amp; slow keys.</p>
<p>I hit a few problems with the keyboard a11y. When I had both sticky &amp; slow keys activated, I got double letters (I&#8217;m sure it was a configuration issue, but anyway&#8230;). And when I used the keyboard shortcut to navigate to the top bar, I hit two bugs &#8211; if I open a menu in the top menubar, I can&#8217;t navigate away with the keyboard (Ctrl-Alt-Tab doesn&#8217;t work any more), and I can&#8217;t navigate to the notification area with the keyboard. And I got some comments on MouseTweaks (&#8221;we need a way to temporarily disable it for times when you&#8217;re reading a document or a web page, for example&#8221;) and Dasher (&#8221;not really suitable for certain classes of users&#8221; &#8211; I&#8217;ll try to get more information).</p>
<p>Yesterday&#8217;s presentation &#8220;Building bridges&#8221; went less well &#8211; it was a dry run for my GUADEC presentation, and I&#8217;ve taken away 3 or 4 good ideas for improvements. But like all the English presentations here, attendance was poor &#8211; I have about 10 or 12 attendees. And at 9am this morning, there was one person who turned up for my presentation in English on accessibility in GNOME &#8211; lucky enough, since when I tested my laptop with the projector, I had a bunch of problems! Many thanks to Claude Paroz, who helped me identify the problem (old driver + options which were necessary in Ubuntu 6.06 and 7.04, but have since been deprecated) and the solution (dpkg-reconfigure xserver-xorg). My laptop works with projectors! Yay!</p>

		<title>L&#8217;immobilier en France</title>

			<content:encoded><![CDATA[<p>Je suis un expert en très peu de choses, mais je suis souvent étonné par le ton d&#8217;expert qui est adopté par les gens quand ils parlent de l&#8217;immobilier. Et je suis également souvent étonné au nombre de français qui sont ultra-pessimiste par rapport à l&#8217;immobilier en France.</p>
<p>Peut être c&#8217;est parce que, en Irlande, j&#8217;ai vécu une hausse des loyers de 200% en 5 ans pendant mes années universitaires, ou une hausse continue des prix de l&#8217;immobilier résidentiel à Dublin qui dure maintenant depuis 1992, et qui ne donne pas de signes de mort, mais les gens qui <a href="http://cdelfosse.free.fr/blog/index.php?2006/02/07/126-situation-du-marche-de-l-immobilier-en-france">disent</a> &#8220;c&#8217;est impossible d&#8217;acheter un appart sans apport, avec une seul salaire de €35K, donc forcément la demande à l&#8217;achat, et donc les prix, vont se stabiliser et baisser&#8221; ne comprennent pas les dynamiques du marché d&#8217;immobilier.</p>
<p>Il y a plusieurs choses que ces gens oublient.</p>
<p>Un krach immobilier peut se passer que par une hausse importante des ventes forcées. Sans vente forcée, un propriétaire préfére ne pas vendre que vendre à perte.</p>
<p>Les banques, par moyen des prêts immobiliers, décident les conditions du marché, en décidant combiens de personnes peuvent acheter et à quelq prix. Les banques ont besoin de prêter de l&#8217;argent pour faire de l&#8217;argent. Donc, si les prix montent, et il y a toujours les demandeurs de prêts immobiliers, les banques prêtent de plus en plus facilement de l&#8217;argent (ce qui encourage la hausse des prix). La hausse des prêts de durée de 25 et 30 ans en France témoigne ce phénomène. Il y a 3 ans, le plupart des banques ne proposait pas de prêts immobiliers supérieurs à 20 ans. Dans l&#8217;avenir proche, les français vont aller de plus en plus vers les taux variables, la sous-location des pièces dans leur résidence, l&#8217;achat à deux, et les banques vont suivre cette tendance par besoin.</p>
<p>La France, en matière de prix d&#8217;immobilier, était bien moins cher que ses voisins. L&#8217;argent se déplace librement en Europe maintenant. Donc, la tendence naturel des prix est de converger. (Il suffit de voir combien d&#8217;anglais, Belges, Suisses et autres achètent maintenant les logements en France).</p>
<p>Les salaires vont augmentés.</p>
<p>Paris est cher, et de plus en plus de gens cherchent à s&#8217;installer en province, ou ils peuvent acheter bien moins cher &#8211; résultat, une hausse des prix en province.</p>
<p>Dans les périodes ou les marchés sont instables (comme maintenant) l&#8217;argent des investisseurs se repose dans les briques, qui donnent un retour relativement sûr. Il n&#8217;y a rien qui indique que les appartements d&#8217;investissement sont plus sur le marché maintenant.</p>
<p>Et dernièrement, si on paye un loyer plutôt qu&#8217;un crédit, on fait que payer le crédit de quelqu&#8217;un d&#8217;autre. Par contre, si on paye un crédit, même si c&#8217;est un peu plus cher qu&#8217;un loyer, on est en train de rembourser un empreunt de capital, c&#8217;est à dire d&#8217;économiser.</p>
<p>Je suis optimiste &#8211; la hausse des prix qu&#8217;on vit actuellement en France n&#8217;est pas une abérration, mais est symptomatique de plusieurs choses &#8211; les taux sont bas, les banques sont obliger de devenir moins conservateur, les gens ont plus d&#8217;argent par mois, et en générale, les gens préférent être propriétaire que locataire. En finale, les prix (au moins dans les villes en dehors de Paris) vont continuer de voir une hausse des prix proche des 10% par an pour encore 5 ans.</p>
