It has definitely been designed to make fitting Qt into Windows, OSX, and Gtk+ more seamlessly. There's still goofy draw cases inside Qt4 though. For example the drawing for tab widgets is still hardcoded into the widget itself. I’ve been impressed with the QStyle stuff in Qt4.
