Spain is NOT that different
Seems the Spanish budget for next year includes a big increase in R&D military expending, making it the second country, after the US, in percentage of military expending.
Is the current Spanish government planning to invade some country? Morocco maybe? or maybe a missile shield?

Actually there is a NATO agreement under which all Nato members are supposed to try to move their military budget towards 2% of BNP (if I remember correctly). Currerntly only the US and Turkey are at that level, but due to this NATO agreement maybe the other states would increase their spending too, like Spain.

Actually, the US is number 48. (Cuba is about 35th, but not listed as such)

Hey Russ, it’s EL PAIS newspaper, don’t even try to do a reality check of their facts, everything is fabricated on demand for the current political debate in Spain. For example this news has been raised as an answer of the problems in the Moroccan border.

Well, they may simply be planning to sell arms. With what is happening around the world, there may be more and more customers for advanced guns and stuff in third world countries.
