I would like to add to what Adam said - for most projects screwing around Bugzilla and reporting bugs have been deadly difficult job. What I really love about Cannonical attitude is that they have actual maintainer for bugs. Therefore, it checks for dublicates AND already reported bugs in upstream. I think it is awsome and right way of doing it, because in no way I want to waste my time and fill bugs in multiple places.

So right answer for any distro is user friendly bug reporting - similar to Launchpad - AND friendly and clever admin who syncs with project upstream bug databases. In result, projects are happy that they recieve filtered non-dublicates for bug reports, which comes with traces and additional technical info. Distros are happy, because they have very clear communication with projects about what's going on with such and such app on distro. And users are happy, because they have one point for reporting problems.

You should check out https://launchpad.net/

Ubuntu is really trying to help address some of these things by providing integration between bug systems via launchpad.

I used to think it was just going to be JustAnotherBugTracker but it's more clueful than that.

Be good to see the other distributions get on board :)
