		<description>It's called overscrolling and is done deliberately in Emacs.  Personally, I compile emace with the --without-toolkit-scrollbars option. And I'd never use a distros prepackaged Emacs, they always fuck it up lame, broken distro-specific code and stupid clown options turned on by default.</description>
